FAA Makes Major Drone ID Marking Change

The Federal Aviation Administration (FAA) has posted a rule in the Federal Register requiring small drone owners to display the FAA-issued registration number on an outside surface of the aircraft. Owners and operators may no longer place or write registration numbers in an interior compartment. The rule is effective on February 25. The markings must be in place for any flight after that date.

Bristow and Columbia Helicopters Terminate Proposed Transaction

HOUSTON -- Bristow Group Inc. (NYSE: BRS) and Columbia Helicopters, Inc. today announced that Bristow and Columbia have mutually agreed to terminate Bristow's agreement to acquire Columbia. In connection with the termination, Bristow has paid $20 million to Columbia. Bristow, Columbia and Columbia's shareholders have agreed to release each other from all claims in connection with the purchase agreement and the related transactions.

NTSB Final Report: Fort Lauderdale, FL

The helicopter was departing from a rooftop helipad, and the flight instructor noticed that, during the initial climb, as the helicopter crossed over the rooftop edge, the low rotor rpm horn and light activated. The helicopter then began to descend. The flight instructor lowered the collective and attempted twice to increase the throttle, but his actions did not stop the descent. Subsequently, he performed an autorotation to a street below the helipad and landed hard, resulting in substantial damage to the tail rotor and tailboom.

NTSB Preliminary Report Released: Belen, NM

On January 11, 2019, about 1440 mountain standard time, a Bell 47G-2 helicopter, N3755Z, collided with terrain while maneuvering near Belen, New Mexico. The pilot and passenger were not injured, and the helicopter was substantially damaged. The helicopter was owned by the pilot and operated under Title 14 Code of Federal Regulations (CFR) Part 91 as a personal flight without a flight plan. Day visual meteorological conditions prevailed for the local flight that departed Belen Regional Airport (BRG), near Belen, New Mexico, about 1400.

NTSB Final Report Released: Loveland, CO

The accident occurred when a helicopter (N878BC) and an airplane (N777YF) collided midair while on approach to the airport. The helicopter pilot intended to fly a practice instrument approach to the runway, perform the missed approach procedure, and enter the published holding pattern. The airplane pilot intended to enter the traffic pattern, with appropriate spacing, for a full stop landing on the same runway. The airplane pilot had the helicopter in sight and was following the helicopter to the runway. While on final approach, the airplane pilot thought that the helicopter had entered a hover and asked the helicopter pilot about his intentions. The helicopter pilot indicated that he would be flying the missed approach procedure and then returning to the airport, but the airplane pilot incorrectly heard the helicopter pilot's response and believed that the helicopter was going to hover near the end of the runway and then proceed to the east. As a result, the airplane pilot expected the helicopter to be east of the airport, which was a common location for local helicopter training, when the airplane would be landing; however, the helicopter was on approach to the runway at that time. During the airplane's approach, the airplane pilot lost sight of the helicopter. The airplane continued to land and collided with the helicopter.

NTSB Final Report Released: Harrisville, NY

The commercial pilot was conducting a cross-country flight in an experimental amateur-built helicopter that was equipped with an automobile engine. When the airplane was about 6 miles from the destination and at a cruise altitude of 500 ft above ground level, the engine sputtered once and then lost all power. The pilot performed an autorotation into a low-lying valley with short trees. During the landing, the main and tail rotors contacted the trees, resulting in substantial damage.

NTSB Final Report Released: Zebulon, GA

The flight instructor was providing training to a student pilot during a local public flight. According to the flight instructor, during the fifth simulated engine failure of the flight, the helicopter throttle was advanced for the power recovery. The engine then accelerated, and the engine and rotor tachometer needles were in their normal operating range. At that time, the flight instructor initiated a climb. About 4 to 5 seconds into the climb, when the speed was about 25 knots and the helicopter was at an altitude of 125 ft above ground level, the engine lost power. The instructor made a forced landing into a field, which resulted in substantial damage to the tailboom.

NTSB Final Report Released: Raleigh, NC

In preparation for a local flight, the commercial pilot moved the helicopter from the hangar to the helipad on an electric transporter that was attached to the helicopter skids. During the pilot's preflight preparation, shortly after he had unhooked the left skid from the transporter, the passenger interrupted him to ask if the flight controls could be removed from the copilot's side. After removing the controls, the pilot continued with his preflight inspection; however, he forgot to unhook the right skid from the transporter. Subsequently, during the takeoff, the helicopter rolled right until the main rotor blades struck the ground. The pilot's failure to unhook the transporter from the right skid led to the subsequent dynamic rollover.

On January 11, 2019, about 2100 mountain standard time, a Bell 206B helicopter, N88HC, collided with a transmission wire near Yuma, Arizona. The commercial pilot was seriously injured. The helicopter's fuselage was substantially damaged. The helicopter was registered to Tri-Rotor Spray & Chemical and operated by Tri-Rotor LLC under the provisions of Title 14 Code of Federal Regulations Part 137 as an aerial application flight. Visual meteorological conditions prevailed at the time of the accident and no flight plan was filed for the local flight that originated from Tri-Rotor Ag Services Airport (AZ25), Somerton, Arizona, about 1800.

The aircraft was registered to and operated by Air Evac EMS, Inc. under the provisions of 14 Code of Federal Regulations Part 91 as a positioning flight. Visual meteorological conditions prevailed for the flight, which operated on company visual flight rules flight plan. The flight originated from the Ponca City Hospital about 1141.

Gulf of Mexico Support Center opened to expand customer service capabilities in the Americas
