Helicopter Association International Statement on US Court of Appeals Ruling Regarding Drone Registration

Posted by jhadmin

Helicopter Association International (HAI) strongly disagrees with the decision by the U.S. Court of Appeals to halt the registration of drones deemed to be “model aircraft.” Helicopters routinely operate at the same low altitudes as drones, and we in the helicopter industry are deeply concerned about our ability to fly safely in air space where pilots could encounter any unmanned aircraft, be it commercial or otherwise. One valuable component of the FAA’s drone registration program is the opportunity to educate the general population about the hazards of careless drone operation, and we believe that the FAA’s drone registration program serves to protect everyone in the air and on land.

A Message from Matt Zuccaro about GI benefits

Posted by jhadmin

The GI bill was there for me after my service in Vietnam. Now HAI is committed to making sure it’s there to meet the needs of today’s veterans. Right now, there’s a bill pending in Congress (H.R. 475) that includes language to severely restrict the amount of money the Veterans Administration (VA) will pay for a veteran to attend a flight training degree program at a public college or university. Veterans using these programs represent one of the best prospects for rebuilding a declining pilot population. Lax enforcement of existing VA regulations coupled with liberal policies allowed some flight schools to charge the VA far more than was the intent of the Post 9/11 GI Bill. The bill is intended to train a veteran in any course of study to a point that he or she can enter the civilian workforce. In the aviation industry, that generally means a commercial pilot with flight instructor and flight instructor-instrument certificates. House bill 475 would impose an annual cap of just over $20,000/year for a flight training degree program at a public school. No other public collegiate degree program faces such a cap.

Cmte. Ignores Concerns; Forwards VA Bill to Full House

Posted by jhadmin

To virtually no one’s surprise, the House Veterans Affairs Committee on Thursday ramrodded through a provision that will severely curtail veterans’ ability to pursue a flight training degree. Ranking Member Corrine Brown (D-Fla.) noted that much work remains to be done on the bill and secured a commitment from Chairman Jeff Miller (R-Fla.) to continue the work. A substantial portion of that work needs to be done by flight schools and veterans — pressuring Congress to ensure vets who want a career in aviation are treated fairly.

HAI: GA Pilot Protection Act Good for Growing the Pilot Population

Posted by jhadmin

A bill introduced in the U.S. House of Representatives on Wednesday, December 11, 2013, has the potential to significantly lower one of the barriers for prospective pilots. The General Aviation Pilot Protection Act (H.R. 3708), introduced by Rep. Todd Rokita (R-N.Y.) and Rep. Sam Graves (R-Mo.), and co-sponsored by four additional members of the House General Aviation Caucus, would direct the FAA to revise or issue new regulations that would allow pilots to fly aircraft up to six-place aircraft weighing less than 6,000 lbs. using the same driver’s license standard for medical certification that currently applies only to Sport Pilot certificate holders. (The four additional co-sponsors are Rep. Bill Flores (R-Texas), Rep. Richard Hanna (R-N.Y.), Rep. Collin Peterson (D-Minn.), and Rep. Mike Pompeo (R-Kansas).)
