One Man's Trash

After a recent helicopter accident, some old topics popped up on a number of internet forums: aircraft repairs, aircraft data plates, and salvage parts. While it remains to be seen if any previous repairs have fault in this accident, the ensuing discussions demonstrated that there is an ongoing knowledge gap in how aircraft repairs can be performed legally. First, the use of aircraft salvage parts in aircraft repairs is perfectly legal within the FARs and is a classic example of, “One man’s trash is another man’s treasure.” However, when it comes to data plates, there is – and has been – specific regulatory guidance on how they are made, attached, and maintained. Unfortunately, some people are not aware of (or choose not to follow) this FAA guidance. As such, the FAA and the OEMs have become more proactive in this area in recent times. FAA Inspector Wanted: Experience Required, but Rarely Utilized!

Periodically, I have the privilege of assisting Part 135 operators with temporary management and training position services. My role may include providing instructor and/or check-pilot services for their Part 135 operating certificate. In many cases, the Federal Aviation Administration’s (FAA) inability to support an operator training and checking program is driven by their FAA inspector’s lack of experience and/or currency in the aircraft operated by the Part 135 certificate holder. A few weeks ago, I was working with an operator to become their Part 135 instructor and check pilot. Following the guidance provided within FAA Order 8900.1, we requested an initial cadre approval and set the process to move forward. That letter was crafted and submitted in October 2017. Once our principal operations inspector (POI) received the request, we were notified that the office did not have adequate staff to conduct pilot proficiency checks in the requested aircraft make and model, so an FAA inspector from another office would conduct the checks. FAA Updated Guidance: Almost Lost in Translation

Beginning last year, the Federal Aviation Administration (FAA) released several training-related guidance updates. These releases included advisory circulars, a national policy notice, and most recently, the Flight Instructor Helicopter Practical Test Standards (PTS). Game of Drones

The FAA has formally proposed a new Part 107 to the FARs covering unmanned aircraft weighing less than 55 pounds. It would allow these microdrones (what the FAA officially calls “small Unmanned Aircraft Systems” or “sUAS”) to be flown for commercial purposes by certificated DRone OPerators (DROPs) as long as they fly below 500 feet AGL within their line of sight, during the daytime, and outside Class A, B, C, and D airspace. DROPs can obtain certification by passing a knowledge test and a security screening, but they need not hold conventional pilots’ licenses, undergo skills testing or have minimum levels of flight experience. The public—obviously including the helicopter community—has until 24 April 2015 to submit comments, which can be done online at www.regulation.gov, by searching for the docket number: FAA-2015-0150-0017. Aircraft Registration Requirements Revamped

By Hunter Old - Once upon a time, you bought and registered an aircraft and it was registered for good as long as you continued to operate it. However, the days of a permanent registration for all aircraft are gone, causing a new headache for corporate flight departments everywhere. Under new FAA rules that took effect last fall, for all aircraft (including helicopters) that were registered before October 1, 2010, the registration expires according a table of rolling dates based on the month the current registration was issued. For example, if your current aircraft registration was issued between March and July of any year, its registration expires some time in 2011. Once re-registered, each aircraft registration then will have to be renewed every three years. [Read More...]

FAA Broadens Requirements for CRM

After analyzing data on accidents within commercial aviation over a 10-year period, the Federal Aviation Administration published a new rule in January of this year that requires all Part 135 operators employing more than one pilot to install Crew Resource Management training. The final rule gives commercial operators until March 22, 2013 to establish CRM programs for both initial and recurrent training, and to have those programs approved. After that period, certificate holders conducting Part 135 operations will be prohibited from using a crewmember unless that person has completed the certificate holder’s initial CRM training. FAA Proposes New Safety Rules for EMS

The Federal Aviation Administration announced on Oct 7, 2010, via a Notice of Proposed Rule Making (NPRM), sweeping new equipment and regulation changes in an effort to enhance the safety of all helicopter operations. While this action has been expected for many months, there will no doubt be a great deal of debate and political wrangling before any changes are actually put into place. [Read More...]
